For a sultry look you can pull off in a flash, go for the smudged liner effect. Begin by applying eyeliner on the lash and water lines, then tap it into the skin with your fingers or a Q-tip to soften the edges. Apply mascara to complete the look. According to Tom Pecheux, global beauty director for YSL Beauty, you can use your fingers to lightly smudge the mascara as well as to enhance the smokey effect.
